Delta Structural Technology completed external FRP strengthening of concrete beams at Cathedral High School in El Paso, Texas. The project combined specialist reinforcement design and installation with preparation and access coordinated through VEMAC.

Project challenge
The strengthening package addressed five concrete beams at locations identified by HKN Engineering. Site observations and preliminary engineering established the design basis, while the FRP layout had to match the beam surfaces available for installation. The project required a clear handoff between concrete preparation and application of the external reinforcement.
Project approach
Delta’s scope included final engineering, calculations and shop drawings for review before construction. The installation sequence called for measurement and marking of the FRP locations, application of the reinforcement system and cleanup. HKN Engineering’s design criteria governed the beam locations and strengthening requirements. Delta’s preliminary design identified the reinforcement placement and layer requirements to meet those criteria.
Delivery and coordination
VEMAC was responsible for concrete repairs, abrasive surface preparation and rounding the specified beam edges before FRP work began. Delta’s foreman was to verify that preparation met the material manufacturer’s requirements and report any remaining issues before installation. A scaffold deck was also required to bring crews within working reach of the slab underside. These responsibilities tied substrate readiness and safe access directly to the strengthening sequence.
Project significance
Cathedral High School illustrates the coordination required for a focused composite retrofit. The reinforcement was one part of a connected process involving design criteria, reviewed shop drawings, prepared concrete and field verification. Delta’s role brought repair engineering and FRP installation together for a defined group of existing school beams.
