Project overview

Delta Structural Technology completed composite strengthening for the Leo Cancellare Pool project in El Paso, Texas. The scope addressed shear and flexural requirements at existing double tees, with the reinforcement located at the underside of the members identified on drawing S-102. The installation package combined layout, concrete repairs where needed, surface preparation and epoxy-based FRP application at the designated treatment areas.

Project challenge

The reinforcement design assigned shear and flexural functions to different double-tee stems. Those requirements needed to remain distinct during layout so each treatment corresponded to the designated member and structural purpose. The condition of the receiving concrete was also part of the installation task, with local repairs included where needed before preparation and application of the composite system.

Project approach

Delta’s proposed work began with mobilization and staging, followed by measuring and marking the FRP locations. Concrete repairs would be completed where needed within each treatment area. The receiving surfaces were then to be prepared to the manufacturer’s requirements and saturated with epoxy before application of the reinforcement. The scope linked these operations to the underside double-tee details on S-102 and included a product submittal package for the proposed system.

Delivery and coordination

The general contractor was assigned equipment staging space and necessary permits. Delta’s installation planning required suitable concrete conditions throughout application and curing. The sequence connected repair readiness with accurate reinforcement placement: the locations were established first, receiving concrete was repaired and prepared, and composite application followed. Site cleanup and demobilization formed the final steps of the package.

Project significance

The Leo Cancellare project illustrates a composite retrofit with two structural objectives within the same precast member type. Its distinctive feature is the separate treatment of shear and flexural requirements at double-tee stems. The case emphasizes the role of drawing-based layout and concrete preparation in translating those requirements into an installation sequence.
