Delta Structural Technology completed concrete restoration associated with the MPT renovation at 1301 West 38th Street in Austin. The scope for Rogers-O’Brien Construction addressed exterior decks at the Lillibridge healthcare facility. It combined removal of deteriorated concrete, treatment of exposed reinforcement and reconstruction of repair areas, together with reinforced infills between deck sections.

Project challenge
The work concerned deterioration at exterior concrete decks and openings between deck sections. These were related but distinct repair tasks: damaged deck concrete required removal and restoration, while the openings required new reinforcement and concrete infill. Access to exterior repair locations also had to be established before the team could reach and reconstruct the affected areas.
Project approach
Delta’s repair sequence called for removal of deteriorated concrete, repair of damaged reinforcing steel and application of a corrosion inhibitor and bonding agent. New concrete would restore the removed material. At deck openings, the scope separately provided for installation of reinforcement and placement of concrete between adjacent sections. This distinction preserved the different purposes of repair and infill within the overall deck-restoration work.
Delivery and coordination
The general contractor was assigned responsibility for access by swing stage or system scaffold. Staging space and permits were also part of site-readiness coordination. The planning documents separated the deck-repair allowance from the infill allowance and identified an additional repair option. This separation made the exterior repair and infill tasks distinct parts of the access and construction sequence.
Project significance
The MPT project illustrates concrete restoration that combines treatment of deterioration with localized reconstruction of deck openings. Its defining characteristics were exposed-reinforcement treatment, replacement concrete and reinforced infills, all accessed from the building exterior. The scope shows how several related concrete tasks can be organized around a clear distinction between existing damage and new infill work.
